Make the Economic Floor Real
A payment is only part of material security. The proposal pairs UBI with access to shelter, food, healthcare, education, and essential services. Public providers need staff, supplies, maintenance, and accountable funding; a balance on a screen is not evidence that those services exist.
The basic entitlement must not be pledged as loan collateral or intercepted before payment. A protected subsistence amount must also remain available after receipt, with enforceable rules against coercive collection. Children need accountable administration for their benefit and a right to challenge misuse.
Missing payments require a clear remedy. People must be able to see their entitlement, report an error, receive a reasoned decision, and appeal without surrendering political privacy. Poverty must never remove a person's voice or their fundamental rights.
