Public Money, Accountable Power
UER proposes that Parliament authorize public purposes and budgets while an independent monetary authority applies published issuance, lending, and retirement rules. Neither institution could invent new monetary powers by administrative instruction. Changes to constitutional powers would require the constitutional amendment and public consent process.
Independent statistics, external financial and systems audits, and judicial review would check that authority. Public reports must reconcile to actual receipts and distinguish authorized commitments, completed payments, missed payments, and corrected errors. Independence from day-to-day political pressure must not mean immunity from scrutiny.
AI may assist or execute bounded tasks under accountable authority. It cannot manufacture a worker's agreement, cast a person's vote, or treat an economic target as permission to override rights. Public deliberation needs access to the evidence used, the rules in force, and reasons for decisions.
NVC's recent referendum work offers a useful standard: preserve the exact proposal and voting terms, then append dated evidence and corrections. UER would need versioned proposals and fresh consent for material revisions. This is a proposed safeguard; the current UER vote records do not yet bind a ballot to a constitutional version.
